Building

(Local Body Level)

  • Applicant seeking approval of building plan should submit his application with necessary enclosures in 3 sets and Form 49 duly filled and signed to the Local body concerned.

  • Local Body will scrutinize the application.

  • The Building Plan should satisfy the zoning regulation set forth in the Master Plan and also should satisfy scheme clauses and zoning regulations set forth in the approved / Consented DD plan pertains to the area.

  • The building plan should satisfy Municipal Building Rules in case the sites lies in the Corporation, Municipality, and Town Panchayat and Panchayat Building Rules,1997 in case the site lies in Village Panchayat.

  • If the building plan satisfies the above said building rules and parameters indicated, then the Local Body will raise demand invoice for payment of Development Charges in case the site lies in LPA Area, in favour of Member Secretary, Madurai Local Planning Authority.

  • The Local body will also collect the Licence fee and other necessary fees meant for Local body.

  • Infrastructure & Amenities charges will be collected and remitted to Government Account as the case may be.

  • After remitting all charges to Local body (Corporation, Municipality, Town panchayat, Village panchayat) will give final approval and Planning Permission will be issued if the Local body lies in Local Planning Area.

  • The applicant could receive approval for his Building plan.

Building

( Local Planning Authority Level)

  • Applicant seeking approval of building plan should submit the application to the local body in the prescribed form together with necessary enclosures in 5 sets and Form 49 duly filled and signed if the Local body lies within the Madurai Local Planning Area, addressed to the Member Secretary .

  • Local Body will scrutinize the application.

  • Local Body will then forward the application to Member Secretary, Madurai Local Planning Authority if the site lies in Planning Area for approval of Building Plan said in the table given below

  • Member Secretary, Madurai Local Planning Authority will scrutinize the plan.

  • Member Secretary may call for further particulars (Or) may return the proposal for want of particulars.

  • The proposed Building plan should satisfy the Zoning Regulation set forth in the approved Master Plan/Review Master Plan and also should satisfy scheme clause sand zoning regulations of concerned DD Plan if available for the area.

  • The proposal should satisfy:
    • The Municipal Building rules in case of site lies in the Municipality/ Town Panchayat area.
    • The Panchayat Building rules in case of site lies in village panchayat.
    • The DCR for Madurai in case of sites lies Corporation area
    • The Norms for special building ( > G+1)
    • The Norms for Group Housing
    • Tamil Nadu Municipality Multistoryed Building Rules ? 1973 are applicable to the relevant cases.

  • The Member Secretary Madurai Local Planning Authority will collect Development Charges in case the site lies in Local Planning Area and Infrastructure & Amenities charges if necessary, and issue Planning Permission after placing the proposal in the Authority meeting.

  • In case of Industrial Building, Member Secretary will give the Planning Permission through Authority meeting after installation approval given by Regional Deputy Director of Town and Country Planning of the Region concerned.

  • Planning Permit for the building plan will be forwarded to Local body concerned.

  • Local body will then approve the plan and forward to Applicant.

Building - other than MSB)

(DTCP Level)

  • Applicant seeking approval of building plan should submit the application addressed to Director of Town and Country Planning with necessary enclosures and Form 49 duly filled and signed, to the Local Body in the first instance.

  • Local Body will scrutinize the application and forward to the Member Secretary,Madurai Local Planning Authority.

  • The Member Secretary, Madurai Local Planning Authority will scrutinize the application.

  • The Member Secretary, will scrutinize and may call for further particulars if necessary or may return the proposal to local body for want of particulars.

  • The Member Secretary will submit the proposal to DTCP after placing the subject in the Authority meeting, if necessary.

  • DTCP will scrutinize the proposal.

  • DTCP may call for further particulars or may return the proposal to Local Body concerned through Madurai Local Planning Authority.

  • DTCP may approve the proposal, if the proposal satisfies all rules, regulations and norms set forth and forward to Member Secretary, Madurai Local Planning Authority.

  • Member Secretary, Madurai Local Planning Authority will collect Development Charges in case of the site lies within Madurai Local Planning Area and Infrastructure & Amenities charges if necessary.

  • Member Secretary, Madurai Local Planning Authority will give Planning Permission to the proposal after placing in Authority meeting if necessary and forward to Local body.

  • Local body will give approval to the proposal and forward to the applicant after collecting necessary fees.

Building ? Multi-storeyed Building (MSB) - DTCP level

  • The applicant seeking declaration of his site as MSB area and approval of Multi-storeyed building should submit the application addressed to DTCP Chennai-2 Via Madurai Local Planning Authority with necessary enclosures to the Local Body concerned in the first instance.

  • The Local Body will Scrutinize the application.

  • The Local body with the council resolution for declaration of the site as MSB Area will forward to Member Secretary, Madurai Local Planning Authority

  • Member Secretary, Madurai Local Planning Authority will scrutinize the application.

  • Member Secretary, Madurai Local Planning Authority may call for further particulars if necessary or return the proposal to local body for want of particulars.

  • If the proposal satisfies all rules, regulation, norms, MSB building rules Member Secretary, Madurai Local Planning Authority will get resolution in Authority meeting for MSB area and will forward the proposal to DTCP for declaration of site as MSB area and approval of Multistoryed building.

  • DTCP will scrutinize the proposal.

  • DTCP may call for further particulars or may return the proposal to local body Via Member Secretary,Madurai Local Planning Authority for want of particulars.

  • If the proposal satisfies the T.N. Multi-storeyed building rules ? 1973, DTCP will issue order declaring the site as MSB area. The declaration will be published in Tamil Nadu Government Gazatte.

  • After declaration and publication in T.N.G.G of MSB area, and if the Multistoreyed Building proposal satisfies the all rules set forth in A and T.N.Multistoreyed Building rules ? 1973, DTCP will consent to the MSB plan and will forward to the Member Secretary, Madurai Local Planning Authority.

  • Member Secretary, Madurai Local Planning Authority will collect Development Charges, Centage Charges, Infrastructure & amenities charges and then give Planning Permission after Placing the proposal in the Authority meeting, if necessary, and forward to Local body.

  • Local body will collect the necessary fees and give final approval of the MSB plan and forward to the Applicant.
